Santamaría glosses it as a provincialism used in northern Mexico for a well or cistern. The DRAE defines it as a machine composed of two large wheels, a horizontal wheel that is moved by a lever pulled by a horse or mule, and a vertical wheel that is engaged in the first and moves a thick rope with buckets to draw water up from a well.
